Tool-free numbers can normally only be accessed from a connection within the same country as the one they are "based" in.

Call again from any German network by e.g. using the phone of a colleague, friend,... As the call is free of charge, there will be no cost for the person letting you use their phone.

At least you should not call directly 0800 5266625, but instead +49 800 5266625.
But it may be that these calls are blocked - due to the callee paying all expenses for the call and normally those toll-free numbers aren't accessed from abroad. If so, use a German mobile phone -or- a landline -or- a phone box...
