The problem is:
If you request the movement too late, Vodafone is not able to provide DSL service from the time you move as Vodafone is bound to the services of Telekom for providing them with the DSL line. Usually it takes 2..4 weeks, sometimes even 6 weeks, to get a "new" DSL line from Telekom. If you asked for the movement too late, then it's not possible to provide service any earlier. It would've been up to you to ask for the movement much more in advance than only a few days before movement - then it would have been possible to set up the DSL line earlier.
Anyhow:
Even if you requested a move, a move of your old cable contract was not possible. So you are required by law to pay for at least 3 months from the day you move - even if you cannot receive any services from that day on. Vodafone is so kind that -if you switch to Vodafone DSL- they do not require you to pay for the old contract anymore after the DSL line has been set up, but they could do.
So in short: You are required by law to pay for June, July and August for the old cable contract - but Vodafone is kind to not require you to pay for the old contract from the moment your Vodafone DSL line is set up (even if they could as in accordance to the telecommunications law).

I could not have described it better than @reneromann. Thanks for that. The bill is correct and according to German law. Unfortunately we cannot do anything about it.
