My cable was returned by the technician

Hello, I have an issue I need help with. I made a cable order online and I decided I wanted to change it. But they said I couldn't cancel the contract because it's passed 14days. They told me the technician will come to fix it. And when the technician came he said he couldn't fix it because I don't have a contract yet. So I'm confused about this

this is indeed a bit confusing. Let me try to understand it. You have signed a contract with us, which you then but no longer wanted, or because you could not use it yet?

Please also tell me which state you are from.
