Upload speed is too slow, download is fine

Excuse me for speaking English as my German isn't fluent enough to describe the problem...

I have Red Internet & Phone 250 Cable from which the download speed is 250Mbit/s, and upload 25Mbit/s.

For the entire January, the download speed has been fine, but the upload speed never goes above 5Mbit/s.
