Only 8 Mbits/s instead of 250 internet speed.

Hello! I just arrived in Germany and don't speak German yet.

I waited for 3 weeks for connection. Finally got it today. Everything was fine during the day, but in the evening I have only 5 — 8 Mbits instead of 250. Is it normal? Is it possible to do anything in this situation?
