(english) Internet is slow, hotline not answering

Hello, I'm in BW and I ordered a 1000 fastnetz Kabel contract with VF, they said it will be activated around 30 minutes when the modem was connected, yesterday I received my modem and connected to the DATA cable on the wall and powered it on, went on Fritz.box page and set up language and region, then I saw it's receiving speed is 1,1 Mbit/s and 262 kbit/s for upload, I read other threads suggesting to contact the hotline due to the modem being blocked or the contract not active, I tried with Tobi but unfortunately it said to contact the hotline for Baden, I know I'm supposed to give them the Mac address and the serial number of the modem to unlock it's speed, however after 40 minutes of waiting (six times) they hang up, how am I supposed to talk to someone in English if nobody is answering? My German is not yet good for understanding and speaking yet and the hotline is not working either.

Have you already received the cable router from Vodafone West? This is the only way your contract will be activated for the first time, the customer account does not exist before that and you cannot activate your own device.
