Red light blinking on router,cant gat tehnical support

Hello,i need someone from vodafone to come in my building and enable my internet conection wich by the way im paying for last two monts and i still dont have inzernet!!!!!!!!! My neighbor is on vodafone cable that is how i know there is problem with line in.Can you send somebody finally?
