Only getting 25mbs download but paying for 250mbs download

Hello, 

I'm currently paying for the 250 mbs plan but have been consistently only getting 25 mbs download for a month. I've tried all basic trouble shooting methods and would like a solution as I've been paying for 250 and not been receiving this. Thanks in advance.
