Cable internet speed is less than 25mbps

Its been 6 months since I got a plan of 1000mbps cable internet, but the speed was never more than 50 to 70mbps max. Raised multiple complaints but no resolution. I want to change the plan unfortunately customer care is not helpful,

How did you test the speed, via cable or WLAN?

I have tested both via cable and wlan.. ticket raised in Jan is still open.
