Payment for no internet for three months

Hi all, in my location Vodafon failed to final install internet. I have therefore cancelled the contract. I was assured on the spot that I would pay nothing for it since I had no internet. I have just received a letter with a bill for "use of internet and use of router" for 7 days. I have appealed the decision and am waiting to hear back. Has anyone had a similar situation? I'm leaving aside the fact that it's very difficult for English speakers to get in touch, especially as it's done by phone or on site.
