Contract rate change.

When I made the contract, they told me to ask for a downgrade to a cheaper rate, I was looking through some documents and stumble upon that note in the contract, I guess as expected I forgot to do it in the appointed date (02..11.2018) and therefore I'm paying almost 50 EUR monthly, I will like o have the reduction to a less expensive rate and I want to know if this is still possible.
