Cable internet disruptions

For quite some time, I've been dealing with internet connection problems. Firstly, I had my IPv4 connection drop completely every day or two for around 1-8 hours at a time, rebooting the router did not help, the only option was to wait. IPv6 worked fine, but I use a lot of services that only use IPv4. I contacted the support and they resolved it by booking an option for my account to get a proper IPv4 address. That helped, but in a week I got another problem, now I have a complete outage for more than 24 hours already, no connection works, and the disruption website says that it will be resolved in around a week. My question is, due to such unstable performance, is it possible to get a partial refund of costs for the payment cycle affected by the disruption, and perhaps later change my contract to glass fiber? I have a contract till 2027, but I would like to explore my options with glass fiber if that would be more stable, since it will be available at my address from summer 2026 for a price similar to what I have now, and I would prefer that, if that results in the connection being more stable, since right now I can't rely on my internet, since even besides those problems, I still have frequent, though short-term, disruptions. I use both wired and wireless connection, my devices do not have these problems with any other connections but my kabel.
