Paying for 500Mbit/s and getting 40Mbit/s

In my house in Berlin, I have a very bad connection speed.
I tried to measure the speed multiple times, and at different times each day, and the maximum I could get was between 30-40 Mbit / s.
I tried the online help assistant, and restart the router many times, and checked the connection, but still no results. Not just the wifi, but the cable as well.
Is this something related to cables in my area?
If it is completely not possible to get maximum speed as per my contract, then the best is to pay only for what I get. .right?
Any suggestion?

Hello MoAlmahmood,

what kind of router do you use and was the speed test done via LAN or W-LAN?

Have you also reset the cable router to factory settings?
