Kabel router instalation - red dot

Hello,

I received the router, tried to install and the internet dot is blinking red. I would like to ask for a technician to help me install the router. I don;t know what is wrong. I did everything, followed instruction but the dot is still red.

I would like to but I don't have a German phone number so I can't call 0 800. Is there any other way to ask for a technician to my apartment?
