*ENGLISH* No Internet Activation - difficult to get resolved

I have DSL, and have set up the router as required. My devices connect, but the internet itself is not activated.

I was told a technician would come, but no one showed up. 

I do not speak German and can't understand the menu in the service number provided, and could not get through to a person.

How do I get a technician to activate my internet??
