Where to escalate a long term service disruption?

Our internet and phone line is down for last two weeks, We have tried everything, calling customer service hotline, chat with the bot, visiting local Vodafone store, but no one provides an answer on what is the fault and when will it resolve! What are the consumer rights in this regard and how can I escalate this ticket to a higher level where it receives due attention! Please help and guide.

Try it via WhatsApp- if you get the bot there you have to annoy it with keywords like „Kundenbetreuer“ or „Vertrag“ until it gives up and forwards you to a human (reaction time might be hours). Keep in mind that support in English is not guaranteed. The local stores are *not* part of the Vodafone support system.
