The contract is suddenly extended after the relocation

I have moved from NRW to Hessen and got a new customer number with a new device and a new contract for 2 years instead of the same contract which ends in 6 months. Is it legal?

That depends: Has your contract just moved without changing tariffs or have you signed a new tariff and therefore not paid a flat-rate moving fee of € 39.99?
Incidentally, you would have received the new customer number if you had moved within the same location, that is normal with VFW / ex-UM.
