You'll need to call Vodafone and politely ask to send the device a second time. There's no automatic second try to re-send any devices...

Why should Vodafone send you any mail or SMS about that? The earliest that Vodafone notices that something went wrong is at the time that the device is received by them - not earlier.

Maybe because there's a problem with your address - e.g. no mailbox where a notification could be placed and/or your name was missing on the board at all so that the DHL courier thought that the address was wrong.
But you'll have to ask DHL what exactly was the problem...
