I guess it's because the owner of the modems turned them off. So I can not get connected with the closed modems.

these are private homespots. If the owner takes them off the grid, our hands are unfortunately tied. Then there's nothing we can do.

the hotspots are generally freely accessible. But if the owner of the router turns it off, that is his right. Since the hotspots only output a certain speed, this speed must be shared with other users of the hotspot.
