Internet disconnects 2-3x per day, insane packet loss while playing games

Cable gigabit internet, most games completely unplayable and my internet disconnects 2-3x per day. It's been like this for almost a year but I'm finally fed up with it. 

1. Can a technician come to my apartment to check my lines to make sure it's not something with where I live.

2. How can I start a complaint to cancel this crap internet (and TV/telephone I never use)
