Need Customer service to call me regarding bill.

HI, I have taken 2 contracts with Vodafone leopoldstr.
1) Phone Sim Card: 
2) Cable Broadband


As i took the contracts together, the person at the vodafone store said I will be charged 19.99 for my phone for 24 months and 19.99 for my internet for first 6 months then i think 35 or 45 depending on my plan.
I took the contract on January 12. 
Not once i have been charged 19.99. I have always been charged more than that. I went to the store twice to clarify as i dont know German. they told me to reach out to the customer care. I tried calling the customer care multiple times and somehow I manage to reach the customer care and I plead them if i can talk in English and they say NEIN and the call gets done. I really need to understand this mess. The guy promised me when i took the contract that i will be charged 19.99 for my phone for 24 months not once and belive me not once have i been charged 19.99 this is so annoying. I need HELP! Can someone from Vodafone contact me and Please i beg if they can speak English
