Problems accessing some Brazilian websites

I'm a new subscriber at MeinKabel. I'm trying to access some web-sites in Brazil, but the Vodafone's network is blocking. Recently, I had to contact one TV provider in Brazil, in order to solve an issue ( www.sky.com.br ). When trying to access its website, I got:

   "Access Denied

    Error code 17

    This request was blocked by the security rules "

And received an incident ID and it ends saying that this is "powered by Imperva".

 Today, I tried to access a government-owned website ( https://pje.trt10.jus.br/ ). This one doesn't even open at MeinKabel's network. Are there any firewall restrictions at Vodafone? If so, how can I completely disable this?

These are usually not firewall restrictions by Vodafone, but by the Content providers itself.

Sky may have only got licenses to show their content within Brazil and thus are blocking every request coming from outsize of Brazil.

the sky.com.br block is from the site, not from the network, i get that as well on my network which is not MeinKabel.
