upload speed very low after moving

Hi,

I moved from postal code 10967 to 10245.

I have the 1000Mb package. 

At 10967, i was getting close to 50mb upload all the time.

At 10245, now i am getting around 5mb.

I have tested multiple times during the day. 

There is no other hardware change.

The download speeds are similar across both apartments, but still lower than my pacakge.

The best i have gotten so far is around 600mb.

Please help in fixing the upload speed issue and also how I can improve the download speed to be closer to my package.
