A few days ago I have received the new modem. However, after many attempts to connect and following the Vodafone help steps. I have found that the Modem is broke inside.

Same exact thing has happened to me.
It took a month for me to get my modem & my DSL line installed. But, finally I got my modem on 07 JAN 2021, with an installation date for the DSL line on 15 JAN 2021.
When I received the modem, I tested it to see if it worked & I got a broadcast signal from it. I put it away until today (15 JAN 2021), which finally after a month wait got my DSL Line Installed. I plugged in my modem & the top 3 green LEDs lit up as well as the red LED on the bottom. All lights were static & weren't blinking. I troubleshot for a couple hours & finally came to the conclusion that the modem was the problem.
I just got off the phone & ordered a new modem. I was told someone would drop by my house next week & I would swap my broken modem for a new one.

Hi Gerat,
I had a look into your order.
DSL line has not been activated yet.
So, yes it is normal that you can not activate your modem.
Please wait for the technician to activate the line and try again afterwards.
