Cable Modem Not Working

Hi

I recently received a new cable modem. Ive been taking all the steps to install it and the internet light keeps blinking red. I tried to call the hotline for over 35 times but unfortunately no one Speaks decent enough english to help me. Can anyone tell me how to get a technician here to connect that modem?
