If this is a completely new connection, then it might be that you need a technician to set up the line initially...
Anyhow, there is no support in this customers-help-customers forum - you will need to contact Vodafone using the official contact methods, in your case it'd be best to either use Twitter, Facebook or WhatsApp and NOT the hotline (as most of the hotline agents only will talk German).
