Slow Internet Connection paying for 175 MBps but getting 59 Mbips!!!

I am using Vodafone DSL 175 Mbps plan but am not able to do a single task, as I only get a speed of 60 Mbps. I have no idea where to complain so filing my complaint here. I am looking forward to a solution soon and would request you to please act on this on an urgent basis.
