DSL connection not activated even after technician appointment

Help today I had Althea technician appointment for my dsl connection and the technician arrived in the mentioned time and did his work and told me to wait for 2 hours for the complete activation. I have been trying since 5 hours after the activation time and the dsl is not activated. My Fritz!Box says that the connection is broken within the first 200mtrs of the cable. I don't really want to pay for something that has happened with technicians fault. I have waited enough for the connection and now I don't want to wait again for 3weeks to get the connection fixed. Please help.

If you still can not use the connection you should report a fault.
