I received a mail from paigo that I have to pay 90 euro + 40 euro extra if I do pay it by today. Why paigo is asking money from me?

Pretty sure because you haven't paid your bills...
May it be that you moved out of Germany on that date and missed to pay the additional 3 months base fee as required by the Telecommunications act?
