Vodafone Red 200 Mbit. 2mbit am Abend. 60 Mbit morgens.

I'm writing in english, because my english is very poor.

I live in Friedrichshain, Berlin, and as the topic says. I get terrible speeds in the evening, and decent and irregular speed in the morning / daytime. I have been contacting customer support, but since I do not speak for 200MBIT red vodafone internet, but have to connect to my phone's internet in the evenings! It's terrible. 

Please let me know what can be done here? thanks.
