My kabel internet is working at 1/3 speed (300Mb/s)

I have problem with kabel internet, it's working only on 1/3 speed. EXACTLY 1/3 whole time, no matter what device, time or web browser. I did what vodafone auto assistant told me but it helped for 1-2min and it's again like it was.
