However, on 22.10.2020 around 18:15 one guy go to my apartment and said that he comes from Vodafone and he would like to do something. I did not understand and because I don't have any appointment before, so I ask him to leave.

Well done, it is typically sales guys who just want to sell more contracts. They are partly freelancers but have access to Vodafone systems and know that you just moved in and try to sell you more contracts like TV or anything else. You can read such stories regularly in this forum.
Technicians would be announced in advance officially.
Don't let strangers enter your home.
