I've returned the router but didn't receive the 100 Euro back!

My contract with Vodafone is over, I've returned the router two weeks ago but still to this day I didn't receive the 100 Euro back I was charged for not returning the router.

 

Who should I contact? Where?

If it was a DSL contract, you won't get the money back. It was your obligation to return the rental devices in time and if you were charged for them, you didn't return them in time. In that case, you've now bought the DSL router - and there won't be any reimbursement of the 100 €.
