Hello,
I tried contacting customer service but none of the operators, unfortunately, were able to speak English, which is a shame. Anyways, I would like to know how I can change my tariff and switch to a cheaper tariff. I am currently paying about 20 per month for my DSL and would like to keep my monthly invoice under 25 euros.

I will be happy to help you change your tariff. After 12 months you can switch to a cheaper tariff. Have you taken a look at your order confirmation? There you will find the offers that are possible. The first 12 months are on 21.02.2019, before I can not adjust the tariff. Take a look and then let me know which tariff you would like. If you have any questions, just ask.
