There is an Internet connection but no surfing

Hallo,

The internet connection is working, cable and wifi, but I cannot surf on my laptop or on my phone. It has been two hours now. I am in Bingen am Rhein centre. I tried to call Vodafone assistance but they say all lines are busy. Is it a temporary problem? Is it general or only me ? 

I don't speak German very well and it's always difficult to get assistance over the phone. 

I appreciate your help.
