As it seems there is a problem with the backbone hop following the CMTS without packet loss.

The person there said:

what you're seeing is not an issue with an AFTR, but rather with the backbone uplink of the CMTS. Which is unusual. Overloaded AFTRs have been observed before, but I haven't ever read of CMTS uplink issues before.
