Extreme slow download speed.

I have taken new connection for kabel vodafone with 200 mbps speed.
But from day 1 connection is very slow.
I did speed test and dowloading speed was 0.3mbps. And uploading speed was 27 mbps around.
Speed is so poor that I am using my mobile data to connect to this forum and write this message.
Please help me with solution. I have cbn kabel router.

is the speed during the whole day so low or only in the evening? Do you check the speed via LAN or WIFI?

Hi,

It is whole day same. 

I tried speed test with wifi and it show the result as folowing : 

Downoad : 0.5 mbps Upload : 27 mbps Ping : 0.61 sec 

I tried with LAN calbe but could not finish test as it says always connection timed out.
