new internet contract

Hi - 

I have been trying for weeks now to get my internet setup and i am struggling to find someone who speaks English. A tecnician came over and said there was no connection in the basement, my management company says everything is fine, i am not sure what to do or how to get this setup. I work from home so not having internet is really a big problem. 

I appreciate hte help with this.
