My current plan is cable internet with 1000 speed but I'm lucky to get 100 mbs on a good day.

I have cable internet that is suppose to get 1000 mbs but when I test it I'm lucky to get 80-100 mbs download. This is with ethernet connection and Wifi. This has been pretty consistent for the whole time I've had the contract but we have just lived with it. I'm now tired of calls dropping and slow connections with my devices. I'm showing 1026 mbs coming from the street going into the router but after the router it drops between 80-100 and sometimes lower. Do I have a bad router? What can I do to fix this? Thank you for anyone who can assist.
