As long as the number has not been deactivated finally, you may be able to re-activate it using the CallYa hotline (also available abroad using +49 172 229 0 229). But once the deactivation was final, there is no way back...

Within 90 days, you could transfer the number to another provider (in Germany), but if even that period has passed, the number is gone forever.
